AVIS Application Guidelines
The Undergraduate Program in Information Technology taught in English by PTIT under the ASEAN-Vietnam ICT Scholarship offered by Vietnamese enterprises for ASEAN students (AVIS)
1. About AVIS Scholarship
The ASEAN-Vietnam ICT Scholarship (AVIS) is the initiative of the Ministry of Information and Communications of Vietnam (MIC Vietnam) to enhance the human resource development of ASEAN nations in the field of ICT. The scholarship program is carried out by the Posts and Telecommunications Institute of Technology (PTIT) with the financial sponsorship of outstanding Vietnamese enterprises including Vietnam Posts and Telecommunications Group (VNPT), Viettel Group, VinGroup, CMC Corporation, FPT Joint Stock Company, Misa Corporation, starting in academic year 2019-2020. Here is the main information of the AVIS program:
- AVIS targets young talented students from the age of 18 to 25 who are expected to play a pioneer role in the ICT development of their countries.
- AVIS provides full scholarships to ASEAN students to study four-year undergraduate program in Information Technology (instructed in English) taken at Posts and Telecommunications Institute of Technology (PTIT), Vietnam.
2. Objectives of AVIS
- To support for ICT Human Resource Development in ASEAN nations.
AVIS’s objective is to strengthen ICT capacities in ASEAN region through providing the opportunities to obtain Engineer’s degree in Information Technology taken at PTIT, a leading ICT university in Vietnam for young talented students who are expected to contribute to their countries in actively applying ICT technology to the Fourth Industrial Revolution.
- To enhance Multi-lateral Relationships among ASEAN nations.
AVIS fellows are expected to solidify foundations to further bilateral and multi-lateral relations with Vietnam and among ASEAN by taking advantage of their human network developed during their study time in Vietnam through social and academic activities.
3. Beneficiaries of AVIS
- For the participants (AVIS fellows)
AVIS fellows will acquire a sound education in all aspects of information technology, especially in software engineering and artificial intelligence to be ready for the Industrial 4.0, as well as providing a pathway to postgraduate study or a research career.
- For the Vietnamese sponsors
AVIS’s sponsors are big corporations in Vietnam with the strong commitment to share and devote themselves to the development of ASEAN in the field of ICT and education, not only in terms of finance but also their experiences in production and doing business in the field of ICT in Vietnam.
- For ASEAN nations
The fellow’s nations will have a number of talented IT staff to foster their responses to the advancement of science and technology in the Fourth Industrial Revolution.
4. Applicant Eligibility

Academic Background | Possess a high school diploma authorized by the respective Governments of ASEAN nations.GPA of high school years from 7.0 upwards (point scale of 10 or equivalent) |
English Proficiency | Candidates must obtain IELTS 6.0 (or TOEFL paper/computer/internet of 550/213/80 respectively) or other equivalent certificates issued by authorized testing and certification bodies.Graduates from high school or junior college programs taught in English are exempted from submitting English certificates. |
Health Condition | Mentally and physically in good health Note: Applicant must show up their health check certificate along with application profiles. AVIS Operating Committee has the right to arrange medical check-up if necessary and rejects ones who can not take or pass all medical check-up. |
Ineligibility | A person who falls under the following category is NOT eligible to apply: Those who are being under investigation from their local authorities in any kind of forms.Military personnel registered on the active list. |
Others | AVIS fellows are obliged to complete the training program in Vietnam.During training duration at PTIT, AVIS fellows are not allowed to change their major. |
5. AVIS Operating Committee (AOC)
AOC consists of members from the Ministry of Information and Communications of Vietnam, Posts and Telecommunications Institute of Technology and Vietnamese industry sponsors. The AOC not only sets the framework and selection policies but also supports the Admission Comittee during the selection process.
6. Selection Process

*If there is any change in the said plan, the MIC Vietnam will inform to the respective nominating Ministries in ASEAN region.
<Importance Notice>
- All the admission cost will be overed by AVIS
- Application Documents will not be returned (Please keep a copy of your documents for yourself)
- The result of selection will be announced to the respective nominating Ministries
- In principle, reasons of the selection-results will not be disclosed.

7. Scholarship Benefits
AVIS is a FULL scholarship program for each candidate during their whole 4-year study in Vietnam, including:
- Full tuition fee
- Two round-trip airfares
- Arrival allowance
- Accommodation
- Monthly stipend (10,000,000 VND/ month, equivalent to 425 USD/month)
- Health insurance
- Vietnamese Tet Holiday
8. Important Rules
AVIS has specific rules in order to realize its project goals and to ensure favorable study environment for the fellows.
- Before departure
AVIS fellows must submit a pledge to the ASC in order to commit themselves to follow AVIS Rules.
- During the stay in Vietnam
The fellows must complete the study within the predetermined period of study.
If the fellow is subject to disciplinary action by the PTIT or has no prospect of academic attainment within the predetermined period of study for any reason such as poor study performance, health problems, family-related problems, etc, ASC will consider and give final decision to stop scholarship’s payment.
- After returning to home country
The Fellow are recommended to maintain their network during their study period to develop initiatives for a strong ASEAN.A

- Precautions
Three (3) sets of Application Documents (1 Original / 2 Photocopies of the original one) are required.
All documents written in other language than English need notarized English translation (self-translation is not acceptable).
Use only A4 size paper for all copy sets.
Do not staple the documents. Put a paperclip on them instead.
Make your own extra copy of the Application Documents before submission.

10. Submission of Application Documents
- Important Notice
Application lacking necessary documents will not be accepted.
Application submitted after the deadline will not be accepted.
Application will be disqualified in case false statements and/or plagiarism is found/
Application Documents will not be returned for any reasons.
- Tips on submission
We recommends submitting the Application Documents at least a week prior to the application deadline. This will help us to be able to give advice on the arrangement of the documents and the applications also have time to revise or correct it.
